Every day is a feast day.

This means that, under Angkar, everyday was so  joyous that is was indeed a holiday. the days set aside for special events or days of rest, had thus become unnecessary! In fact, most often, there were three days of rest a month, or one every then days; yet, most of these "days off" were spent listening to long speeches by political commissars.
